Does a product allocation of 5 limit the total sales of that product to 5; or does it limit a singe sale to 5; or does it limit a single customer to 5?

The allocation feature limits the number of products that a customer can order over a specified period of time. A customer might use their entire allocation in one order or several orders. Allocation is defined by product and by Customer Type (Customers/Types in the Order Management System).
