Defining Back Up Shipping Rates In Event Of Real-Time Rate Failure

We are using real-time shipping rates from UPS. Why is a rate of $0.00 used for some orders instead of the appropriate real-time rate?

Whenever UPS cannot return a real-time rate, a warning (exclamation point) icon is displayed on the Order Detail screen in the Order Management System. Mousing over the icon (on most browsers) or clicking the icon (on IE for Mac) displays the reason why a real-time rate could not be used. The potential for such difficulties underscores the importance of carefully defining default shipping rates (Settings/Shipping) as a backup. Additionally, you may use the Only If Available (OIA) feature on Edit Shipping (Page 3 or Page 7) to decrease the potential for such a scenario.
