The Cart Footer and Cart Header (Layout / Edit Cart Layout) may be used to add customized text and HTML (including images) to the Cart Frame.
You will first need to upload the graphic or graphics you want to use to the Nexternal servers by going to Layout > Import Images, Audio, JavaScript, CSS, or Flash Files.
