Response:
Go to Settings / Edit Shipping and change the Non-USA section so that it handles other countries individually, then for each state, province, or country, select the appropriate shipping zone from the Zone select box. If your company will not ship to a given state, province, or country, select '--', the first entry in the Zone select box.
