Is it possible to auto populate the sales tax fields for states relating to which we should be charging sales tax?

Yes. Go to Order Management System/Settings/Sales Tax. For each state you want to collect sales tax, select from the drop down box "T" to activate Third Party Tax Data to automatically calculate the appropriate sales tax down to county level.
