With Gift Certificates activated in the Order Management system, why do the Gift Certificate buttons not appear in the Online Store for some customers?

The Gift Certificate buttons always appear in the BtoC Online Store if Gift Certificates have been activated. In the BtoB Store, Gift Certificates may not be ordered, so the Order Gift Certificate button does not appear. The Redeem Gift Certificate button appears only if the Redeem BtoB option (Gift Certificates/Edit in the Order Management System) is on.
