Creating, Editing and Deleting Restricted Shipping States

How do I create, edit, delete states (restricted states) which will accept specific products (restricted products)?
Response:
You can access your list of available and restricted states from Settings/Shipping in your Order Management System. Simply check the R next to each state you wish to disallow. Be sure that the products are also marked as restricted.
