Why are shipments to Canada only given the expedited option through UPS when all the settings are turned on for all UPS shipping options?

Not all UPS shipping methods go to Canada. UPS eliminates methods that don't ship to the zip code that is entered. You might consider adding UPS Standard, which does ship to Canada.
