Is there a way to automatically charge sales tax on shipping charges where applicable?

You may choose to charge tax on shipping rates to a given state by checking the TS (Tax Shipping) box to the right of the state name. To do this, go to settings> sales tax (edit). You will see the TS box in that screen.
