You can accomplish this experience by using the hide price below MAP option on the product in question and selecting Sold Out for the Status of the product which will remove the Add to Cart button. In the Layout section, change the Sold Out label to read "Call for Price" (or similar). Please be aware that changing the sold out label will effect all products of that status so you may need to select a different Status for some of your products.
