If I'm pushing a segmented list from Nexternal to MailChimp, will it only push customers who have opted-in to join the mailing list?

The only customers that will be pushed over are ones that have the Mailing List box checked on their customer records. You can control whether or not new customer will be automatically opted into your mailing list upon creation of their Nexternal customer account record. This is Settings / Site Options - Edit / Mailing list Addition.
