I would like to set up reviews for just one category of items (maybe 20 products). It appears that I must set up reviews for ALL products. Since we have 759 products, I don't want to activate reviews for all of them and then remove 739. Very tedius indeed.

You might consider running a product export. You can then modify the Excel sheet column "Reviewable" as needed and then import the same sheet again in update mode.
