Is there a way to automatically include an insert or item when another item is ordered, like a flyer or sample pack that is not listed for purchase in the store?

You can use the auto add to cart feature for this. So that as soon as the customer adds a regular product to cart, the other item floats into their cart. In your Order Management System, visit Products / Preferences / Automatic Add Preferences for more information.
