For products using the VOLUME or CATEGORY pricing model, is it possible to start the price tiers with a higher Minimum Quantity, such as 5, instead of 1?

This is not possible, as you are required to use a Minimum Quantity of 1 for the first price tier. However, you may use the Minimum/Maximum Order Quantity feature on Page 1 of the New/Edit Product screen in the Order Management System to enforce a Minimum Order Quantity of 5, rendering the price of a quantity of 1 largely irrelevant and thus accomplishing your goal.
