How do I designate a non alcohol item as OK to ship to an unlicensed (restricted) state. Because we don't ship wine to Alabama it is not allowing a food item to be ordered.

To restrict an item from shipping to various states, the product must be marked as restricted on page one of the product set up. To give this restriction an effect, you must then go to the shipping section in settings, and check the R box next to every state to which you do NOT ship restricted products.
All products that are NOT marked as restricted at the product level, will be shippable to every state to which you allow shipping of any kind, regardless of your checkboxes in the R column in the shipping section.
